Shot from the upper deck of a river cruise ship sailing into Cologne on the River Rhine, I spotted the Polizei-Hubschrauber, hovering overhead. I guess it is transportation for the bad guys.

You were being transported when you spotted luxury tranportation for the bad guys or a way of spotting them from above. 😀
