I will attempt to be as polite as possible.
This is not trying to discourage you from the anti-abuse initiatives, but here are a few things to consider:
1. You did not pinpoint the exact source of the work
You came up with a source of something similar. The accused claimed it was from a photograph. The most logical next step was to find the photographer. Did you do that?
How about the source of the pin? https://www.instagram.com/ostrov_illustrations/
Did you do more digging on that front?
2. Here are examples of @jaguar.force's past cases

See the difference? How about this one?

Do you get it? I expect due diligence in all the investigations.
3. What exactly are you contributing?
Have you contacted curators and/or other supporters of potential abuse? The curators, especially those in groups, decide if the work deserves rewards. If there are abusive curators, they will be met with flags and more.
What is the conclusion of this encounter? You posted before reaching an conclusion.
I have been extremely harsh with you over in Discord, but these are things you need to do before presenting your case. Otherwise, you present yourself as a malicious accuser.
Take this as a warning.
