They have a ticker on Yahoo https://finance.yahoo.com/quote/HIVE.V?p=HIVE.V and huge losses in 2019.

But, is the Hive blockchain a legal entity? Can they stop it? Who can they sue?

Yeah, there is no way this would ever even get to a court let alone hold up in one.
I guess this is a non-issue. They don't own the trademark HIVE, as such a common word cannot be trademarked. Also, they don't have a company to sue as we have no company. Just a few peeps running code on their PC.
Is this their first ever action since 2017?

Anyone, small or great, deserves a voice. But I believe mentioning them here is actually giving them credit and trafic.
Take care because their new business model could actually be this action, now they will speak about how it "impacted their business".
Publishing a cease and desist to their own page is because they can't target "a community fork". That's interesting news but I hope they will keep that to their own page.
edit : investigating their page shows, unless I am mistaken, that they have been a big bitcoin mining datacenter with huge difficulties at the moment, possibly going to lose the land they acquired in the past. Their activities were in mining, which is certainly why they were so silent in the past. I suppose their lawyers needed a case and they have one.
This will go nowhere. Trademarks go by usage of the word, and this is a different usage. Plus there is no one to actually name, and you have to hire your own trademark attorney to file and pursue the case.
