Witness & API Cluster Ready for HF28

Hi everyone.

Incredibly short post:

All my witness nodes (incl. backup) have now been updated to 1.28, signaling the HF that's soon to come.

Msot importantly however, api.deathwing.me both in EU cluster and NA cluster have been updated to 1.28 as well.

That's it.
