Yes it's true, we can forcefully take horse to the river but can't force it to drink water. Just like what you said, we can take someone to a place where they can learn hardwork, pay for them but we can't force them to learn it, even if we're not careful they will tell you to our face that did they send us to send them to that hardwork place.
