【AAA】毒品战争的起源,责任真的全在毒枭一边吗?——《毒枭·墨西哥》观后|origin of War on Drug--review of "narcos Mexico "

《毒枭》的前三季我都看了,讲述的是哥伦比亚麦德林贩毒集团和卡利集团的兴起和覆灭。可以说非常精彩,最近又抽空把最新的《毒枭·墨西哥》看完了。这一季相当于是一个衍生剧,剧情有两条主线,一条讲述了墨西哥毒品教父米格尔·菲力克斯发迹的故事,第二条是著名的kiki案,美国DEA探员kiki被虐杀事件,此案导致美国政府对墨西哥毒贩的大规模报复,引发了持续至今的“禁毒战争”。 在我看来,教父发家史才是主要线索,这位墨西哥毒品教父与前两季的主角传奇毒枭巴勃罗埃斯科巴完全不同,总是神色阴郁,眉头紧锁,做事也是谨小慎微。完全没有前者的张扬和不可一世。而这从他的发迹过程就中可以找到答案。教父的发家是从种植相对软性的毒品——大麻开始的。而他向上攀爬的过程除了个人的能力——他整合了相互攻伐的各大墨西哥大麻黑帮,成立了毒品卡特尔。其他大量的精力基本花在从墨西哥政府内部找更高的靠山,应付政府官员各种要求上了。可以说,米格尔的卡特尔完全是政府扶持的产物,与巴勃罗的自力更生完全不同。而这当中最早的靠山就是墨西哥的联邦安全局(DFS),一个在美国中央情报局(CIA)支持下的反共情报机构。可以说CIA也是大规模贩毒活动的黑手。这在剧中也有暗示,情报局局长以法办米格尔的毒贩“兄弟”拉法为要挟,要求米格尔亲自驾飞机执行了一次偷运武器的任务。而同行的是一位操美国口音的人,很明显是CIA特工,他说这次任务是给第三世界运送“自由”。CIA的本行就是以“自由”的名义制造暴动颠覆他国政府。而正是这次任务让米格尔见识到了墨西哥边境以外堆积如山,价值连城的海洛因毒品。并结识了比安全局级别更高国防部官员。从此之后,他开始接洽哥伦比亚毒枭(前三季的主角巴勃罗等大毒枭,这段戏可谓情怀炸裂),走政府更高层的门路,清理竞争对手,真正开始了做大做强的努力。

我觉得《毒枭》这部剧值得所有人看,它的可贵之处在于向观众展示了世界相对真实的一面,不像主流媒体和主流文艺作品向人们展示少数人想让大家看到的东西。就像毒枭第一季第一集开篇字幕提到的,拉美是一个充满魔幻现实主义的地方。其实真实的世界就是这样,并不限于拉美,真实世界复杂的关系不是人类能够完全理解的。从表面看花费大量金钱进行“禁毒战争”的政府是毒贩的对立面,(包括主张建墙的川普政府),但从本质上看政府又何尝不是毒品问题的始作俑者和受益者。特别是政府里的寡头们。而那些普通毒贩和普通探员不过是这场政府主导的“禁毒战争”的牺牲品。剧中将DEA探员kiki描写成了一个与毒贩死磕的英雄,但在这场由政府左右互搏的“战争”中,成为“英雄”,我觉得是不值得的。至少从这部剧中看毒品问题的产生可以归结为下面这个过程,一开始政府打压大麻,造成供给紧张,价格上涨,由某个政府部门充当保护伞,让毒贩自组垄断组织进行经营,保护伞官员抽成。贩毒活动跨国化,牵扯更多国家的政府机构。而美国政府开启大规模禁毒战争,不过是在更高层面上重复上述循环。其实中国古代已经有对这种现象的专门表述了,就是“养寇自重”。也许解决毒品问题的真正方法,是将毒品合法化,将选择权还给人民,让自由市场自行解决,这样才能消除毒品贸易所涉及的腐败和暴力。当然这个想法肯定不会为现在的社会主流接受。还是希望更多的人可以看看《毒枭》这部剧,去了解世界真实的一面,并思考解决方法。现在依靠政府进行“禁毒战争”这种方式,除了耗费巨额金钱和制造更多悲剧外,并不能收获理想的结局。其实不光“禁毒”如此,其他的社会问题也是这样。

A lot of other energy is basically spent looking for higher patronage within the Mexican government, to meet the various requirements of government officials. It can be said that Miguel's cartel is completely a product of government support and is completely different from Pablo's self-reliance. The earliest of these is the Federal Security Service (DFS) in Mexico, an anti-communist intelligence agency supported by the US Central Intelligence Agency (CIA). I think the drama "Narcos " is worthy of everyone's attention. Its valuable point is to show the audience the relative truth of the world. As mentioned in the first episode of the first season of the drama, Latin America is a place full of magical realism. In fact, the real world is like this. It is not limited to Latin America. The complex relationship of the real world is not completely understood by human beings. On the surface, the government that spends a lot of money on "drug wars" is the opposite of drug dealers (including the Trump government that advocates building walls), but in essence, the government is the initiator and beneficiary of the drug problem. Especially the oligarchs in the government. And those ordinary drug dealers and ordinary agents are just the victims of this government-led "war on drug" In the play, DEA agent kiki was described as a hero who died with fight hard against drug dealer, but in this "war" that the government is fighting against himself, to becomes a "hero". I think it is not worth it. At least from this drama, the emergence of the drug problem can be attributed to the following process. At the beginning, the government suppressed marijuana, causing supply shortages and rising prices. A government department acts as a protection umbrella, allowing drug dealers to operate monopoly organizations, then officials draw their share. The transnationalization of drug trafficking activities involves more government agencies in the country. The US government has launched a large-scale anti-drug war, but it is repeating the above cycle at a higher level. In fact, in ancient China, there has been a special expression of this phenomenon, that is, "cultivating self-respect". Perhaps the real way to solve the drug problem is to legalize drugs, return the right to the people, and let the free market resolve itself, so as to eliminate the corruption and violence involved in the drug trade. Of course, this idea will certainly not be accepted by the current mainstream society. I still hope that more people can look at the drama "Narcos" to understand the real side of the world and think about solutions. Now relying on the government to carry out the "war on drug" approach, in addition to spending huge sums of money and creating more tragedies, can not harvest the desired outcome. In fact, it is not only "anti-drug", but also other social problems.
