I just saw this cool French comedy called Radin! and it was a nice movie. In some scenes the cheapskate guy made me remember Alan Harper in some episodes of Two and a Half Men. In fact, the entire movie can be described as the French version of an extremely cheapskate "Alan Harper" type of character, there is no Charlie Harper equivalent in the movie though.

All in all, I would recommend this movie for those who want to watch a funny European comedy.
