When clearly incompetent persons inexplicably and suddenly advance through the ranks of certain organisations, that could be explained by screenwriters running out of ideas. At least this is impression given by the main plot of Police Academy 3: Back in Training, 1986 comedy film directed by Jerry Paris, which was the third instalment in popular series. Character of Lieutenant Mauser (played by Art Mertrano) was in the previous film mere deputy commander of police station. At the beginning of this film he is introduced as commandant of an entire police academy. We also learn that this academy is different from the police academy run by senile but kind-hearted Commandant Lassard (played by George Gaynes). Penny-pinching state governor (played by Ed Nelson), however opts for the budget cuts and one of those two academies must be closed. Mauser does everything in his power, including using his moles at Lassard’s academy, to sabotage the rival. At the same time, Lassard recruits help of his trusted friends and former cadets led by Mahoney (played by Steve Guttenberg). They must do everything in their power to thwart Mauser’s schemes and impress state evaluation board, while at the same time they deal with another set of obviously misfit cadets that arrive at academy.
Just as it was inevitable that the second Police Academy film would be worse than the first one, it was inevitable that the third film would be worse than the second. Director Jerry Paris and screenwriter Gene Quintano have apparently completely lost inspiration, and the plot looks like poorly stitched combination of first plots from previous two films – Mauser’s insidious scheme and misadventures of new recruits. Quality of humour is abysmal and viewers would have wait for a long time to actually laugh. Characters of new recruits are mostly forgettable, at that includes even the one played by Shawn Weatherly, former Miss America. Interesting performance is given by Brian Tochi who plays Japanese recruit obsessed with big-breasted Sergeant Callahan (played by Leslie Easterbrook), although his role often succumbs to ethnic stereotypes. Two new recruits are actually characters from previous film – nerdy shop clerk Sweetchuck (played by Tim Kazurinski) and former street gang leader, now reformed, Zed McClunk (played by Bobcat Goldthwait); they, just as Guttenberg and the rest of regular cast, do a decent job, but this isn’t enough to generally improve disappointing impression of this film. Large cameo by former pornographic actress Georgina Spelvin, who was featured in one of the most memorable scenes of the first films, makes things look worse due to inevitable comparisons. Police Academy 3 is quite short film, but even before the end Quintano and Paris run out of ideas and for finale, instead of regular gags, use action scenes featuring jet skis. Jerry Paris was mortally ill during the production and died shortly after the premiere, but even with this tragic detail taken into consideration, Police Academy 3 is a bad film. Fans at the box office, however, disagreed and four more films followed.
