The scale of devastation that World War 2 general officers had at their command was unprecendented in warfare. For example, Sir Arthur Harris’, orchestration of the Dresden carpet bombing was censured as morally repugnant by his own command chaplain.
Even though Churchill had approved the grand strategy, Churchill did not stand by Harris, when voices against the Dresden campaign reached a cresendo.
Harris’ moral premise was that he was justified in taking whatever actions were needed to end the war swiftly.
