Raymond, one of the most wanted international fugitives, finally surrenders personally to the FBI headquarters in Washington / DC. He claims he and the FBI have the same interests: to bring in dangerous criminals and terrorists. For the past two decades, he's made a list of the most important criminals and terrorists, but the FBI can't find them because it doesn't know they exist. This controversial character, Raymond Reddington, calls this list the "Black List." Reddington will eventually cooperate, but insists he will only talk to Elizabeth Keen, an FBI agent.
